Before the project can start, several permits and a ‘project decision’ are required. The project decision is a decision made by the Minister for Climate and Green Growth, in consultation with the Minister for Housing and Spatial Planning. This decision will establish the location of the terminal in the environmental plan. The final project decision is scheduled for spring 2025.
Project procedure
CO2next is part of the Aramis initiative value chain. All components of this chain are necessary to store CO2 in the empty gas fields beneath the North Sea. The different project components jointly follow one project procedure to reach the project decision and obtain the necessary permits. This procedure is coordinated by the Ministry for Climate and Green Growth.
Participation
During the entire procedure it’s possible to participate. The specific moments and ways are outlined in the participation plan, which you can find here. Participation can take place, for example, during information sessions or by submitting a statement of views on draft permits.
Permits
The (draft) permits are made public for review in different batches, in 2024 and 2025, in collaboration with the Aramis initiative.
From September 13 to October 24, 2024
a first batch of permits was available for public inspection, along with the draft project decision and the Environmental Impact Report.
- For CO2next this batch included the environmental permit and nature permit.
- Stakeholder meetings and information sessions took place in Hoek van Holland (September 26, 2024) and Oostvoorne (October 3, 2024)
- Decisions on the first batch are expected in spring of 2025.
From December 20, 2024, to January 30, 2025
a second batch was available for public review.
- For CO2next this batch included the species protection permit (flora and fauna).
- An online information session has taken place on January 16, 2025.
- Decisions on the second batch are expected in spring of 2025.
In the last quarter of 2025
we expect the building permit for CO2next to be issued. Once issued, the permit will be available for public inspection for six weeks, with the option to file objections.
