Yesterday, Monday, April 13, the hearing took place in the appeal filed against the project decision and permits for the Aramis initiative, issued in April 2025.

CO₂next is pleased to announce the launch of a Call for Interest for the expansion of the liquid CO₂next terminal with a railcar unloading facility. This process serves as a formal invitation for all market participants to express their interest in the delivery of CO₂ by rail. Expressions of interest can be submitted until April 2, 2026. As 2025 comes to a close, CO₂next looks back on a year of progress and ahead to key milestones in 2026. While CCS projects are ramping up across Europe and the regulatory framework is becoming clearer –  procedures, regulations, and costs remain important considerations. In this dynamic landscape, CO₂next has further strengthened its foundation toward realization.

One party has lodged an appeal with the Administrative Jurisdiction Division of the Dutch Council of State against the project decision and twelve implementing decisions (phases 1 and 2) for the Aramis initiative, all published simultaneously on 24 April 2025. 

The safe and efficient manoeuvering of vessels delivering liquid CO₂ will be a crucial part of our terminal. Last week, together with the Rotterdam Pilotage, the Harbor Master, and DHMR, we tested various scenarios in the advanced simulation system of the Maritime Research Institute Netherlands (MARIN).

From December 20, 2024, to January 30, 2025, a second set of draft permits for the Aramis initiative will be available for public review. During this period, public feedback can also be submitted. An online information session will be held on January 16, 2025.

With the conclusion of the public consultation for the first draft permits and the draft project decision, a next step has been taken towards the final decisions for CO2next and the other projects within the Aramis Initiative.

Together with Aramis we’ve reached a next step in our process. The first batch of draft permits and the associated Environmental Assessment report (EIA) are now accessible to the general public on the RVO website. From September 13th to October 24th, 2024 any interested person or party may submit a point of view.

• Gasunie and Vopak welcome Shell and TotalEnergies as partners to this partnership, which to date was led by Gasunie and Vopak.

Another step has been taken with the determination of the preferred option (Voorkeursalternatief or VKA) by the Dutch Minister of Climate and Energy, as published February 9. The preferred option is an outline design for the Aramis initiative’s infrastructure that optimally considers all public interests along with a range of preconditions, such as safety, technical feasibility, environmental impact, future viability, costs, and spatial integration.
